The dispute arose after the Bombay High Court concluded that the ATS investigation was effectively complete because prosecutors had stated there was sufficient material to file a chargesheet. The Supreme Court disagreed, saying a stray statement could not be treated as proof that the entire investigation had concluded. It pointed out that analysis of electronic devices, forensic material, bank transactions and other evidence was still underway when the extension was sought.
