Felix Estrada, an official with UNE’s national load dispatch, said protocols had been activated for the “gradual restoration” of the electricity system. By late Friday, limited power had returned to some parts of Havana, particularly areas serving hospitals and other critical facilities. AP reported that only about 5 per cent of electricity users in the capital had power restored by evening.
