A healthy legal system does not choose between accountability and fairness. It insists on both. If police power is misused, there must be consequence: inquiry, suspension where justified, departmental proceedings, and, where the facts disclose a cognizable offence, criminal process. Equally, if the police acted lawfully in a difficult crowd-control setting, that too must be acknowledged. The rule of law is not served by reflexively condemning police officers, just as it is not served by shielding them from scrutiny.
