Russia has told NATO directly that it would consider using nuclear weapons if the alliance tried to sever Kaliningrad, its Baltic Sea exclave, from the rest of the country. A diplomatic note sent to NATO accused the alliance of pursuing what Moscow called a dangerous and reckless path, one that carries serious risk of triggering direct armed conflict, according to Reuters. The document went further, raising the possibility of Russian strikes hitting decision making centers inside NATO member countries right from the start of any confrontation. It stated plainly that Russia would draw on its full range of military capabilities, nuclear weapons included, to defend its territory if NATO ever attempted to isolate Kaliningrad from mainland Russia.
