Tamil Nadu has maintained that the policy is optional and argued that courts cannot compel a state to implement a government scheme. The state has also relied on the Tamil Nadu Tamil Learning Act, 2006, under which Tamil and English are compulsory languages, with a third language permitted as an optional subject.
