The 8th Pay Commission is continuing its consultations with stakeholders, with the panel holding a day-long meeting in Puducherry on September 9. The meeting follows its two-day engagement in Chennai on September 7 and 8, where discussions were held at ITC Grand Chola. The ongoing meetings are part of the broader process that could shape recommendations on salaries, pensions and allowances for central government employees and pensioners.
At the same time, pensioners’ organisations are seeking greater clarity on whether those who retired before January 1, 2026, will be covered under the upcoming pension revision exercise.
The Retired Employees Welfare Association (REWA) has called for changes to the Terms of Reference (ToR) of the 8th Pay Commission, specifically seeking provisions that clearly cover pension revision for pre-2026 retirees and family pensioners.
In a letter dated September 7 addressed to the Prime Minister Narendra Modi, REWA urged the Centre to explicitly state that pensioners who retired before January 1, 2026, would be included in the Commission’s recommendations on pension revision.
The association said uncertainty remains among around 69 lakh pensioners and family pensioners about whether their pensions will be revised under the 8th Pay Commission.
According to REWA, the concern is linked to the wording of Point 2(e) in the Commission’s Terms of Reference. The provision deals with reviewing the structure of Death-cum-Retirement Gratuity and pension, including NPS, UPS and pensions outside NPS, for employees.
REWA has argued that the provision does not expressly identify pensioners and family pensioners who retired before January 1, 2026.
Pensioners’ Body Compares Earlier Pay Commission ToRs
To strengthen its case, REWA has pointed to the Terms of Reference used by previous Pay Commissions.
The association said the 7th Pay Commission’s ToR specifically referred to retirement benefits, including the revision of pre-retirement pension. It also noted that the ToRs of the 5th and 6th Central Pay Commissions included references to pensioners and family pensioners.
REWA’s concern is that the current wording could leave room for different interpretations regarding the eligibility of those who retired before the new reference date.
What REWA Wants From The Centre
REWA has asked the government to amend the 8th Pay Commission’s ToR so that it clearly states that pension revision recommendations will cover pensioners and family pensioners who retired before January 1, 2026.
The pensioners’ body has also sought an interim clarification from the government. Until formal amendments are made, it has requested that the Centre issue a clarification or press note addressing the concerns.
The association said it had previously raised the matter with the Finance Minister and the Finance Secretary but claimed that no clarification had been issued so far.
According to REWA, the absence of a clear position has resulted in uncertainty among pensioners and their organisations. The issue has also prompted discussions on social media as retirees seek clarity over the potential scope of the upcoming pension revision.
The demand comes as the 8th Pay Commission carries out consultations across different locations. Its meetings in Chennai and Puducherry are expected to contribute to the broader consultation process before the panel finalises its recommendations.
