He said several candidates on the list had completed their schooling outside Uttarakhand, while some had appeared for the NEET examination in states such as Bihar, West Bengal and Uttar Pradesh. However, studying outside the state or taking NEET in another state does not, by itself, establish that a certificate is fraudulent.
