Most new sports leagues start small. They pick one big city, build up talent there, and expand later. Pacquiao is doing the opposite. His league is starting with teams from all over the Philippines, places like General Santos City, Tacloban, Batangas, Pampanga, Bacoor, and Abra. Instead of building around Manila first, he wants every region to feel like it belongs from day one.
