“I think, first of all, votes have to be cast to trigger a no-confidence vote… It looks as though, with statements from UEFA and CONCACAF—which represent 90 of the 211 countries and territories—there is sufficient voting to trigger a no-confidence investigation. I’m pleased that the president has stepped back, but when we look at this whole saga, in his role, he has a duty of care towards the organisation, FIFA. He has a responsibility to consult with the federations before making public announcements. Such a surprise shocked some of the confederations,” he said.
