Announcing the decision after the Cabinet meeting, Chief Minister Himanta Biswa Sarma said the revised policy narrows the definition of a “landless person” for the purpose of allotting government land. However, those who migrated to Assam as refugees before March 24, 1971, will continue to be eligible even if they do not meet the three-generation residency criterion, provided they can establish their status through valid documents.
