After settling in Ahmedabad’s Danilimda area, investigators say he took a step that would set everything else in motion: he allegedly purchased a PAN card in the name of Abdul Rehman Khan from an unknown person near Jamalpur Bridge for just Rs 400. That single document, police say, became the foundation of an entirely new official existence. Using it, he allegedly went on to obtain an Aadhaar card, an Election Card and a Ration Card, all carrying the same Muslim identity and Ahmedabad address, building what appeared to be a complete and legitimate paper trail for a man who, in official government records, did not exist.
