1. The building should not have existed in that form. Around six to seven years ago, Times Now has learnt, the structure was only G+1 (ground plus one floor). The upper floors were allegedly raised later without informing the authorities, leaving a basement, a ground floor and five storeys above it. At that height — past the 15-metre mark — fire-safety clearance is not a formality, it is the law. A hotel was run, full of sleeping guests, on floors that were never sanctioned to hold them.
