The Hamas delegation was led by Muhammad Darwish, head of the movement’s leadership council. Other senior Hamas officials present included Zaher Jabarin, Osama Hamdan, Mousa Abu Marzouk, Basem Naim, Izzat al-Risheq, and Khaled Qaddoumi. The Palestinian Islamic Jihad delegation was headed by Secretary-General Ziad al-Nakhalah, who was accompanied by senior official Ihsan Ataya and other members of the group.
