Dr B. Rajender, a 1995-batch IAS officer of the Bihar cadre, took charge as the new Director of the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, on July 31, 2026. His working style also earned him the title of a “nameless, faceless bureaucrat,” as he has been known for maintaining a low profile despite his remarkable achievements.
B. Rajender was born on June 25, 1967. He holds a B.Sc., M.Sc. in Agriculture and a Ph.D. in Plant Pathology, as per the Bihar government’s official IAS database. With nearly three decades in public administration, he has worked across district administration, agriculture, finance, social welfare, education, and general administration. His career has also included an international assignment in Rome.
From Agriculture Scientist to IAS Officer
He joined the IAS in 1995 and began his career in Bihar with field postings as Assistant Collector and Assistant Magistrate in Munger and Sub-Divisional Magistrate in Danapur and Jhanjharpur. These postings provided him with extensive exposure to grassroots administration before he moved into wider district- and state-level responsibilities.
In 1999, he was moved to the Personnel and Administrative Reforms Department before returning to the field administration. He then served as District Collector and District Magistrate in several districts, including Dhanbad, Madhubani, Kaimur, Patna, and Saran, among other important assignments.
His administrative experience expanded into agriculture, where he held positions including Director of Agriculture, Director of Agriculture and Horticulture, Deputy Managing Director of the Bihar State Seeds Corporation, and Administrator of the Agricultural Marketing Board.
Six Years of Central and International Experience
He later served as Joint Secretary in the Ministry of Water Resources and the Ministry of Agriculture with the Government of India. Between 2019 and 2022, he was posted in Rome as Minister (Agriculture) at the Embassy of India. The assignment gave him exposure to international agricultural cooperation, diplomacy, and multilateral engagements, including forums linked to the Food and Agriculture Organisation.
He then returned to Bihar in 2022 and subsequently took on senior responsibilities in the General Administration Department.
Rajender’s Role in Bihar’s Education System
One of the more recent notable achievements of Rajender’s career was his tenure as Additional Chief Secretary (ACS) of Bihar’s Education Department.
On September 1, 2025, he took charge of the department, succeeding S. Siddharth. During his tenure, the department focused on several administrative and education reforms, including teacher management, school enrolment, recruitment, and monitoring.
One of the most notable initiatives under his leadership was the introduction of new digital guidelines for teachers’ transfers. As per the revised process, government teachers seeking inter-district transfers have to apply through the e-Shikshakosh portal. The system aimed to bring transparency and reduce the scope of irregularities in transfers.
His tenure also focused on teacher recruitment and vacancies, including preparations related to the fourth phase of the Teacher Recruitment Examination (TRE-4).
Rajender’s career and success spans administration, policymaking, agriculture, education, international engagement, and personnel management. However, his experience in Bihar’s Education Department especially adds a strong public service delivery dimension to his new role.
