A non-cognisable report, or NCR, records a complaint and little else. Police cannot investigate it without a magistrate’s order, and cannot arrest without a warrant. The complainant is referred to a magistrate: if he wants action, he must go to court himself. A slap on its own can be treated as simple hurt, an offence the law classifies as non-cognisable. But the complainant alleged more. He says the minister’s security grabbed him by the neck, and that men with Verma threatened to kill him. Did you examine those allegations before deciding? If you did, tell Delhi why none of it amounted to a cognisable offence. If you didn’t, “FIR not registered at this stage” is not a decision. It is a delay.
