In the 29 central universities implementing the standard reservation pattern of 15% for SC, 7.5% for ST and 27% for OBC, the aggregate RII for 2015–19 was 0.857, i.e., 85.7% of the reserved seats were filled. The RII increased from 0.791 in 2015 to 0.908 in 2019. However, even in 2019, 15 out of the 29 universities could not implement the quota fully. For example, over the period 2015–19, Delhi University had a composite RII of 0.729, as against 1.206 at the University of Hyderabad.
