A Level 3 travel advisory does not translate to a blanket instruction for all travellers to cancel their trips. Instead, the US government is asking its citizens to carefully reconsider their travel plans, if they can be moved or shifted, because the security situation can change in a matter of seconds. This warning is particularly relevant for those who are travelling to or near sensitive infrastructure, airports, military facilities and/or, areas closer to the Yemen border. The US has separately classified the Yemen border region as Level 4: Do Not Travel, citing the threat of terrorism and attacks from armed groups in Yemen.
