The grant-in-aid issue for private educational institutions in Karnataka dates back to the 1980s. Under the earlier framework, institutions established after June 1, 1985, had to go through a seven-year “grantless” period, following which they would be eligible for government aid. However, this provision was changed in 1994, when the government ordered that primary schools, high schools and pre-university colleges started after the 1987-88 academic year would be treated as “permanently unaided” and would not be entitled to grants. A February 8, 1996, government order further provided that institutions started from the 1987-88 academic year, or after June 1, 1987, would also be treated as permanently unaided, according to Indian Kanoon.
