“Over the past decade, the use of HOSSPs by UN-designated terrorist groups has been widely reported by the United Nations 1267 Monitoring Team and, in 2025, the FATF Comprehensive Update on Terrorist Financing Risks confirmed that HOSSPs remain a core terrorist financing method, particularly in high-risk contexts,” FATF said.
