Deputy Commissioner of Police, Sachin Sharma, said that police personnel in plain clothes carrying lathis were “spotters” drawn from the Special Branch, Special Cell, Crime Branch and local police, adding that such a deployment is neither illegal nor unusual. In the counter-affidavit in the Apex Court, the Delhi Police said that such deployments could be witnessed at large public events, including Independence Day and Republic Day.
