Speaking exclusively to Times Now, Dr. Rattikarn Khambud, Director of the Office of International Relations, Department of Public Works and Town & Country Planning (DPT), Ministry of Interior, Thailand, said the tragedy unfolded shortly after midnight, leaving dozens dead and injured.
