“Arshdeep Singh @ Arsh Dala (now a notified terrorist under Schedule IV of the UAPA) has been made commander-in-chief of KTF. They are backed by the ISI and Pakistan-based operatives, who supply KTF operatives in India with arms, ammunition, detonators, explosives and other material after receiving it from the ISI and transporting it across the border through tunnels, mines and drones for distribution across different parts of Punjab and India,” the chargesheet said.
