If Passport Is Not Proof Of Citizenship, Then What Is?

The courts have said the same. In August 2025, the Bombay High Court — in Babu Abdul Ruf Sardar v. State of Maharashtra — held that holding Indian documents such as Aadhaar, PAN, voter ID and even a passport does not, by itself, establish citizenship, which must be determined strictly under the Citizenship Act, 1955.
