According to an official complaint submitted to the Inspector-in-Charge of Capital Police Station, Bhubaneswar, the accused officials are Monalisa Behera, Assistant Executive Engineer (AEE), Banspal Block, and Laxman Hembram, AEE, Harichandanpur Block.
