Joan Sebastian Guerrero, a 28-year-old Colombian national living in Maine, was fatally shot by an ICE officer on 13 July after agents attempted to stop a vehicle. More than 11 hours after the shooting, ICE said officers “attempted to conduct a vehicle stop” before “the vehicle attempted to flee the scene”. The agency said an officer, “fearing for public safety”, fired his weapon.
