Mohammad Musaddiq, a Pakistani national affiliated with the terror outfit Jaish-e-Mohammed (JeM), and one Hafiz Khalid Waleed are among 23 individuals based in Pakistan and Pakistan-occupied Jammu and Kashmir (PoJK) who were designated terrorists by the Home Ministry on Saturday.

Musaddiq, also known as Doctor, Abdul Mannan, Sajjad, Hamza, and Wahid Khan, is a Pakistani national affiliated with Jaish-e-Mohammed (JeM). He serves as the launching commander for the Lasiyakot sector, facilitating infiltration across the border via tunnels. He has been involved in sending consignments of arms and ammunition to India using drones. Additionally, he was involved in conducting reconnaissance of strategic locations such as the Ram Janmabhoomi complex in Ayodhya, the RSS headquarters in Nagpur, and the IOCL refinery in Panipat.

While Hafiz Khalid Waleed is the son-in-law of terrorist Hafeez Saeed. He is a Pakistani national associated with Lashkar-e-Taiba (LeT) and Jamaat-ud-Dawa (JuD).

Waleed has been a member of the organization’s Central Advisory Committee since 2003. He was the key mastermind behind the June 2016 Pampore attack, in which eight Central Reserve Police Force (CRPF) personnel were killed.

Waleed was also designated as a global terrorist by the US Department of the Treasury in August 2012.

Meanwhile, of the 23 individuals who have been designated as terrorists, six of them are Indian nationals, now based in Pakistan or PoJK.

MHA move to designate them as terrorists is aimed at hitting at the entrenched ecosystem of operatives spanning senior leaders, associates of Lashkar-e-Taiba founder Hafiz Hafiz Muhammad Saeed and Jaish-e-Mohammed (JeM) founder Maulana Masood Azhar, as well as launching commanders, recruiters, and financial coordinators associated primarily with JeM and LeT.

All 23 of them were designated as terrorist under the fourth schedule of the anti-terror law Unlawful Activities (Prevention) Act (UAPA) for involvement in infiltration, recruitment, logistics, financing, and operational planning to target India.
