On 27 July 2026, the Tech Transparency Project (TTP), the research arm of a Washington non-profit, published a report — first covered by Bloomberg News — saying Facebook and Instagram had carried thousands of ads for these apps in breach of Meta’s rules. Most, it said, were placed by GatherOne, a Beijing-based agency Meta approves to run ads for Chinese firms (Facebook and Instagram are blocked in China). Using Meta’s own Ad Library, TTP found 210 pages that named GatherOne in their EU disclosures, running about 30,800 ads; 43 of them ran more than 7,600 ads for apps TTP verified could digitally undress women. Its wider point: GatherOne handles over 30,000 ads a month and won four awards at a Meta event in Hong Kong in 2026 — suggesting, TTP argued, that Meta tolerates rule-breaking from a valuable partner.
