The Chief Minister said the proposed restrictions would apply to areas surrounding the Kamakhya Temple, Barpeta Satra, Bordowa Than and the Satras of Majuli. According to Sarma, people coming from outside would not be allowed to establish new settlements within a five kilometre radius of these sites.
