Maharashtra Cyber Cell has registered an FIR over the alleged circulation of AI-generated and digitally morphed videos of Union Commerce Minister Piyush Goyal, along with objectionable content targeting Prime Minister Narendra Modi on social media. The case was registered after a complaint was filed by a BJP social media office-bearer, who alleged that fake videos, morphed images and manipulated posts were being circulated online to spread misinformation and damage the reputation of constitutional authorities.
According to the complaint, the complainant came across a video on July 25 that was shared by a Facebook account named “Maharashtra Dharm”. The video allegedly showed Piyush Goyal making an inflammatory remark against protesters.
The complainant said the clip initially appeared genuine. However, after comparing it with the original video uploaded by a news agency, he concluded that it had allegedly been digitally manipulated or generated using artificial intelligence.

Cyber Cell Examining Social Media Accounts
The FIR also states that several Facebook and Instagram accounts allegedly shared morphed images and objectionable content targeting Prime Minister Narendra Modi.
The complainant alleged that the posts were intended to spread false information, create public unrest and tarnish the image of constitutional office holders.
Following the complaint, Maharashtra Cyber took multiple Facebook and Instagram account links under investigation. Officials are now examining the source of the videos, identifying the accounts involved and investigating whether AI tools were used to create and circulate the alleged content.
Authorities said digital evidence is being preserved as part of the investigation.
Case Registered Against Unknown Persons
Based on the complaint, Maharashtra Cyber has registered a case against unknown persons under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the Information Technology Act.
The FIR includes Sections 318(2), 336, 352, 353(1), 353(2), 356(1) and 356(2) of the BNS, along with Sections 66D and 67 of the Information Technology Act.
Officials have not yet identified the individuals behind the alleged posts. The investigation will focus on tracing the origin of the content, identifying those responsible for creating or sharing it and determining whether artificial intelligence tools were used to produce the alleged morphed videos and images. Further investigation is underway.
